이동 중에 또는 불특정 위치에 정지하여 이동 위성 서비스(MSS: Mobile Satellite Service)를 제공하는 지구국.

이동 위성 서비스는 이동 지구국과 우주국(space station) 간의 통신이나 이동 지구국 간에 위성(우주국)을 경유하여 통신하는 서비스다. 여기에서 이동 지구국은 이동체에 지구국을 탑재하거나 휴대하여 이동 위성 업무를 수행하는 무선국을 말한다. 

* 참고로 지구국은 우주국과 통신을 하기 위하여 지구에 개설한 무선국을 말하고 우주국은 인공위성에 개설한 무선국을 말한다. 

따라서 이동 지구국을 선박에 탑재하는 경우에는 선박 지구국(SES: Ship Earth Station), 항공기에 탑재하는 경우에는 항공기 지구국(AES: Aircraft Earth Station) 그리고 육상에서 이동 차량에 탑재하거나 휴대하여 이동 위성 서비스를 제공하는 경우에는 육상 이동 지구국(land mobile earth station)으로 구분할 수 있다. 방송국에서 주로 많이 사용 중인 소형 차량에 에스엔지(SNG: Satellite News Gathering)시스템을 구성하기 때문에 중계차보다 전송로 구성이 간편하고 산악, 도서 지역 등에서 기동성이 높아 뉴스 취재용으로 많이 활용된다.
